Minutes of the June 12, 2006 CTEC Meeting

 

The meeting of the Chatham Township Environmental Commission convened at 7:45 p.m. on Monday, June 12, 2006 at the Township Municipal Building.  In attendance were CTEC members L. Caprioglio, S. Hoag, P. Payton, O. Raadam, D. Stillinger, L. Tavtigian; also attending were N. Hagner, Township Committee liaison, and Lydia Chambers, Planning Board member. 

 

CTEC’s Purpose (NJ40:56A, 1968): to undertake projects and make recommendations concerning the protection or use of natural resources, including water resources, located within or directly affecting Chatham Township.

 

Open Public Meetings Act Statement – The meeting schedule for 2005-2006 was published in the Chatham Courier and Daily Record newspapers and posted on the main bulletin board at the Township municipal building.  The public is cordially invited to attend all meetings and participate in projects.

 

Minutes

Mr. Payton moved to accept the minutes from May 8, 2006 and Ms. Hoag seconded, with all in favor.

 

Discussion

Commission discussed the necessity to have on site training with professionals when walking properties.  Possibly getting volunteers/consultants to walk some properties with them.  L. Caprioglio to check with Planning Board to see if escrow funds may be acquired.  All EC members agreed that there is a need to walk properties with professionals. 

 

Application Review

A&F Realty Holdings LLC, - 361 Shunpike Rd. - minor subdivision - revised plans, tree and stormwater issues. Possibly revising plans again. No new memo to Planning Board needed ; O. Raadam's memo of 6-10-06 is sufficient for now.  Closed.

 

LOI, Hartnett  - 39 Meyersville Rd - New development proposed - partial area of property is in Harding (issues with Harding), after further discussion commission revised letter and it will be sent to DEP. P. Payton moved to accept with S. Hoag 2nd. Closed.

 

Walsh - 4 Long Hill Rd - minor subdivision - memo to Planning Board approved with minor revisions.  S. Hoag moved to accept with P. Payton 2nd.  Closed.

 

Brill/The Farm - proposed to replace an existing greenhouse, wetlands/storm water.  Revisions submitted, O. Raadam to review revised comment and walk property. Open

 

LOI, Gunn - 446 Green Village Rd - 2nd letter with changes as discussed to be sent regarding wetlands.  S. Hoag moved to accept with P. Payton 2nd. Open.

 

Cingular Wireless - Sunset Dr and Fairmount Avenue. Letter to Board of Adjustment approved and will be sent.  Closed.

 

Omnipoint Communications - Southern Blvd. Planning Board passed with actions taken.  Closed

 

Reports

Planning Board report - L. Caprioglio – PB Proposes to recommend changes for the R-3 zone for 1 and 2 story dwellings. (Using Millburn approach) Target areas are corner lots, set backs, tree ordinance/landscaping.  Open discussion not finalized.  EC to write letter to Township Committee in support of Planning Board's recommendation on their 3 point proposal.  S. Hoag accepted with P. Payton 2nd, with all in favor.

 

Open Space report - no grants received - Greenway/Green Village - open space will fund the project. S, Hoag

 

Township Committee report - Soil Erosion/Sediment Control measures not discussed as of yet by TC. Presentation received on amending wastewater plan. Wastewater plan to move forward with amendment to township’s ordinance concerning sewers. TC concerned with overflow into sewers from St Hubert's.

 

Organic Lawn Care/Pesticide Awareness Subcommittee report - commission reviewed the informative information of herbicides use on the fields in the spring as prepared by K. Abbott.

After much discussion EC motioned to approve letter with recommendations.  S. Hoag accepted with L. Tavtigian 2nd.  P. Payton abstained, all others in favor.

 

Action Items

Habitat Conservation subcommittee formed for DEP's Endangered and Nongame Species Program.  Committee consists of D. Stillinger, S. Hoag, L. Caprioglio, Abbie Fair  (Planning Board Member).

• Report from NJDEP BUST (Bureau of Underground Storage Tanks) on progress of cleanup at
DiBiasse/Hickory Tree Garage/Kessler/Juniper Village of gasoline leak from underground storage tank.  DEP accepts with comments DiBiasse's latest report on cleanup.
• Minutes of Long Hill Twp. EC for April 2006.
• Minutes of Chatham Borough EC for April 2006.
Borough EC will put a link on their web site to Township web site's list of organic landscapers.
• Various newsletters, event announcements, and flyers.
