Site Status Update

Ms. Mitchell has provided an update to the November 2008 site status report along with current and future activities at the site.  The next site status report is planned for Fall 2009.

EPA remains committed to working with the PRPs to complete this investigation within a timely manner with technically sound data.

1. We are in the process of approving a background soil sampling effort that, once completed, will allow for a comparison between the soil results found at Rolling Knolls with soil results from nearby locations considered to be a good representation of the surrounding area (at locations without landfill impacts).

The background soil sampling has been approved and was completed in December 2008.

2. Bog Turtle Phase II Survey anticipated spring 2009.

In lieu of conducting a Bog Turtle Phase II Survey, EPA, USFWS, and the PRPs agreed to implement Best Management Practices (BMPs) protective of bog turtles that may be present in areas of potential habitat identified on or immediately adjacent to the site.  USFWS will provide recommended BMPs to the PRP for review prior to subsequent field activities.

3. When our summer field efforts are completed and available to be reviewed internally, EPA plans to meet with the PRPs (responsible parties) sometime in October to review and discuss all results and to plan for additional sampling efforts in areas that may have been missed or in need of further investigation.

The PRPs met with EPA, NJDEP and USFWS on February 25, 2009ARCADIS, on behalf of the PRP, presented a “Remedial Investigation Implementation Status Update” for the site.  As an outcome of this meeting and several conference calls, the PRP will address additional soil sampling with a Pilot Sampling Program.  The objectives of the Pilot Sampling Program are to characterize constituent distributions.  The Pilot Sampling Program is currently scheduled for August and September 2009.  

4. EPA will conduct interviews with community residents, state and local officials December 2009.

Community interviews were conducted in January 2009.  EPA met with several members of the community to discuss their concerns and understanding of the site.  Future use of the site was the number one concern of the residents.  The residents would like the site to remain open space or be acquired by the Great Swamp.  In addition, the community would like EPA to invest the appropriate amount of time necessary to successfully complete the remediation process.  Information gathered from the community interviews will be incorporated into the Community Involvement Plan.
