BULDING AND HOUSING

11-1 UNIFORM CONSTRUCTION CODE ENFORCING AGENCY.

11-1.3 FEES

A Building Subcode Fees:

1. For new construction: $.030 per cubic foot of building or structure volume, provided that the minimum fee shall be twenty-five ($25.00) dollars. Ordinance 2000-007

2. For renovations, alterations and repairs up to a value of $30,000, the fee shall be twelve ($12.00) dollars per thousand ($1,000.00) of estimated work, provided that the minimum fee shall be twenty-five ($25.00) dollars, and further provided that, for reroofing or residing of residential structures, the fee shall be forty ($40.00) dollars, and further provided that, for reroofing and residing of commercial structures, the fee shall be one hundred ($100.00) dollars. For renovations, alterations and repairs with a value of over thirty thousand ($30,000.00), the fee shall be an additional ten ($10.00) per thousand dollars for that portion over thirty thousand ($30,000.00) dollars. 3. For additions, five ($.05) cents per cubic foot for the first five thousand (5,000) cubic feet of building or structure volume and four ($.04) cents per cubic foot for the added portion in excess of five thousand (5,000) cubic feet, provided that the minimum fee shall be twenty-five ($25.00) dollars. 4. For combinations of renovations and additions, the fee shall be the sum of the fees computed separately for renovations and additions. Ordinance 97-009

5. For construction of a tennis court, paddle tennis court or in-ground pool, a fee of $150.00 dollars per facility. Ordinance 97-009

6. For new construction of large volume buildings, $.004 cents per cubic foot of a building or structure or volume, provided that the minimum fee shall be twenty-five ($25.00) dollars. Ordinance 2000-007

7. The fee for a demolition permit shall be as follows:

(a) Any building or structure, except as set forth in (b) below: $200.00

(b) Unclassified structures, oil/fuel tank removal or abandonment, pools and residential accessory structures: $65.00

8. The fee for a permit for the removal of a building or structure from one (1) lot another or to a new location on the same lot shall be ten ($10.00) dollars per one thousand ($1,000.00) dollars of the sum of the estimated costs for moving, for new foundations and for the placement in a completed condition in an new location, provided that the minimum fee shall be two hundred ($200.00) dollars. 9. The fee for a building subcode permit to construct a sign shall be twenty ($25.00) dollars. Ordinance 97-009

10. Swimming pools.

(a) For above ground pools, including the issuance of a certificate of approval: $50.00 Ordinance 2002-002

11. For construction of an unclassified structure, including but not limited to tents (greater than 900 square feet in area or over 30 feet in any direction), towers, sheds and temporary trailers, including issuance of a certificate of occupancy or approval: $35.00. Ordinance 2002-002

12. Application for a variation:

(a) Commercial: $100.00

(b) Use Groups R-3 and R-4: $50.00

B Plumbing Subcode Fees: Ordinance 97-009

1. For projects involving between 1-3 plumbing fixtures, devices or plumbing stacks forty ($40.00) dollars.

2. For projects involving more than 3 plumbing fixtures, stacks and devices the fee shall be twelve ($12.00) dollars per item.

3. The following items shall be priced on a "per unit" basis:

(a) Replacement of an existing residential hot water heater ($15.00)

(b) Fuel oil piping, boilers, gas piping and furnaces ($30.00)

(c) Grease traps, oil separators, refrigeration units service connections, backflow preventers equipped with test ports (double check valve assembly, reduces pressure zone and pressure vacuum breaker backflow preventers), steam boilers, hot water boilers (excluding those for domestic water heating), active solar systems, sewer pumps and interceptors: $65.00.


C Electrical Subcode Inspection Fees: Ordinance 2002-002

1. Receptacles and fixtures, including, without limitation, lighting outlets, wall switches, fluorescent fixtures, convenience receptacles, smoke and heat detectors or similar fixtures, and motors or devices of one hp or 1 kw or less:

(a) Receptacles and fixtures: $36.00 for first 50.
(b) Each increment of 25 additional items: $4.00

2. All motors (except for plug-in appliances), including, without limitation, control equipment, transformers and all heating, cooking or other devices consuming or generating electrical current:

(a) Each motor or electrical device greater than 1 hp and less than or equal to 10 hp; and for transformers and generators greater than 1kw and less than or equal to 10 kw: $10.00

(b) Each motor or electrical device greater than 10 hp and less than or equal to 50 hp; for each service panel, service entrance or subpanel less than or equal to 200 amperes; and for all transformers and generators greater than 10 kw and less than or equal to 45 kw: $46.00

(c) Each motor or electrical device greater than 50 hp and less than or equal to 100 hp; for each service panel, service entrance or sub panel greater than 200 amperes and less than or equal to 1,000 amperes; and for transformers and generators greater than 45 kw and less than or equal to 112.5 kw: $92.00

(d) Each motor or electrical device greater than 100 hp; for each service panel, service entrance or sub panel greater than 1,000 amperes, and for each transformer or generator greater than 112.5 kw: $457.00

3. Public swimming pools, spas and hot tubs, except for one or two family residential property, electrical inspection to include issuance of certificate of compliance: $100.00 annually.

D Fire protection fees: Ordinance 97-009

1. For the installation of sprinklers the fee shall be based upon the number of sprinkler heads being installed:

1 - 20 heads $ 30.00
21 - 100 50.00
101 -200 100.00
201 - 400 250.00
401 - 1000 450.00

2. For the installation of standpipes: $100.00 per standpipe

3. For installation or replacement of each solid fuel burning or fuel fired appliances and fireplace in new or existing commercial building new construction or a replacement of existing residential building $30.00 per appliance, except the replacement of existing residential hot water heaters shall be $15.00.

4. For the installation of each solid fuel burning or fuel fired appliance and fireplace in a new or existing commercial building new construction or a replacement $40.00 per appliance provided that the fee for a hot water heater replacement shall be $30.00.

5. For the installation of underground/above ground tanks in residential buildings, the fee shall be $40.00.

6. For the abandonment/removal of fuel storage tanks, in existing commercial occupancies, the fee shall be:
500 - 2000 gal. capacity $100.00
2001 and up the fee shall be $200.00

For the installation of above ground 500 gal capacity tanks, the fee shall be $100.00. For the installation of underground 500 gal capacity tanks, the fee shall be $225.00.

7. For the installation of a listed chimney lining system or reconstruction of a chimney, the fee shall be a minimum fee of $30.00 unless the installation occurs at time of heating appliance replaced the fee shall be $15.00.

8. For smoke detectors or heat detectors, the fee shall be based upon the number of devises being installed.

1 - 20 smoke detectors $30.00
21 - 50 $60.00
51 - over $150.00

9. For the installation of commercial kitchen hood and exhaust systems, the fee shall be $50.00.

10. For the installation of special fire suppression systems, wet-chemical, dry chemical, Halon replacement, the fee shall be $75.00.

11. In addition to the fees in 1 through 10 above, and 12 below, for the Use Groups A.E.M.S.F.B.H.I.R2 and attached R3 dwellings, the fire protection subcode fee shall be (10%) percent of the building subcode fee.

12. Supervisory and signaling devices: $10.00 each Ordinance 2002-002

E The fee for the construction permit shall be the sum of the subcode fees listed, provided that the minimum permit fee for a basic construction permit for any or all of electrical, plumbing or fire protection work shall be $25.00.

F The fee for plan review shall be twenty (20%) percent of the amount to be charged for the construction permit. Ordinance 97-009


G Certificates of occupancy and miscellaneous fees:

1. The fee for a Certificate of Occupancy for a dwelling unit shall be $150.00 per dwelling unit. Ordinance 97-009

2. The fee for a Certificate of Occupancy for a residential use shall be $100.00 per dwelling unit. Ordinance 97-009
3. Certificate of continued occupancy: $200.00. Ordinance 2002-002

4. The fee for a Certificate of Occupancy issued upon completion of an addition or alteration shall be:
a. Single family $35.00
b. Other then single family $70.00

5. Change of use: $200.00 Ordinance 2002-002

6. Public swimming pools, spas and hot tubs, except for one and two family residential properties, review of bonding and grounding certificate: $100.00, renewable every five (5) years.

11-1.4 Additional Fee and Reports.

An additional fee should be charged in accordance with N.J.A.C. 5:23-4.19 of $0.00190/cu ft and 0.00096/cost of Alteration The amount as set by law by the State of New Jersey's Department of Community Affairs. This amount shall be forwarded to the State of New Jersey pursuant to State Law.

Asbestos abatement in accordance with N.J.A.C. 5:23-8:
$70.00 and $14.00 per certificate of occupancy.

Lead hazard abatement in accordance with N.J.A.C. 5:17:
$70.00 and $14.00 per lead abatement certificate.
